Background: A short TOP10 scale based on the Practice Environment Scale-Nursing Work Index questionnaire measures the characteristics of nursing work environments. Positive environments result in better quality care and health outcomes. Work-based learning has been developing rapidly in Latvia for the last three years. Since 2017, the Employers’ Confederation of Latvia has been implementing a project of the European Social Fund, which provides for a tripartite learning implementation agreement between the educational institution, the student, and the employer. Third sector employees have claimed to enjoy high job satisfaction and low turnover intentions because their work is considered intrinsically rewarding. Employees have strong motivation for public service and they consider the organization’s goals as their own. This makes work meaningful and thus reduces turnover intentions. Changes in the third sector institutional environment, however, have intensified the working environment. This probably undermines job quality and thus increases turnover intentions. Previous empirical research has pointed out that Nordic countries are distinguished from the rest of Europe in terms of job quality. On the other hand, it has been debated whether, in the longer run, the Nordic welfare state is able to insulate workers from globalization effects. This article investigates whether Nordic countries have retained their advantageous position concerning job quality compared with other EU countries. Empirical analyses are based on the European Working Conditions Survey collected in 1995, 2000, 2005, and 2010.
